People who are visually impaired and blind represent a significant percentage of individuals with physical handicaps. Because of their visual disorders, these individuals cannot use the Internet without specially adapted equipment.

A website may be accessible according to WAI norms and standards, but it may still be difficult to understand when decoded by a speech synthesis application.
